This framework is a core component of Energia’s wider technology transformation strategy, designed to provide access to high-quality partners capable of delivering both enterprise-scale change programmes and flexible resource augmentation across its operations.

Overview of the Opportunity

Energia is seeking to establish a multi-supplier framework to support:

• Enhancement and development of new systems and business processes
• Delivery of transformation programmes and strategic initiatives
• Provision of specialist technical and consultancy resource
• Scalable delivery capacity across both project and BAU environments

The framework is structured to allow suppliers to contribute across the full lifecycle, from strategy and design through to implementation and ongoing support.

Framework Structure

The opportunity is split into six distinct lots:

• Lot 1 – Transformation Programme Services and Delivery
• Lot 2 – Project and BAU Change Resourcing
• Lot 3 – Digital
• Lot 4 – Specialist Utilities Services
• Lot 5 – Data and Artificial Intelligence
• Lot 6 – Security

Suppliers may bid for one, several or all lots, depending on capability and capacity.

Each lot is designed to address different aspects of Energia’s transformation and operational requirements, ranging from strategic advisory and programme delivery through to specialist resource provision and niche technical expertise.

Scope of Services

Services delivered through the framework may include:

• Strategic consultancy and transformation delivery
• Programme and project management
• Digital and application development
• Data, analytics and AI strategy and implementation
• Cyber security and information assurance services
• Specialist utilities and energy market expertise
• Resource augmentation for project and operational teams

Assignments may be delivered via a mix of:

• Time and materials resource provision
• Fixed scope implementation services
• Ongoing managed or support services

Commercial Structure

• Framework type: Multi-supplier framework
• Suppliers per lot: Up to 6 (at Energia’s discretion)
• Initial term: 5 years
• Extension: Up to 2 additional years (2 x 12 months)

Call-off mechanisms

Work will be awarded through:

• Ranked award (based on tender scoring)
• Further competition (mini-competition between lot suppliers)
• Direct award (for niche or specialist requirements)

This structure provides a balance between pipeline stability and competitive access to opportunities throughout the contract term.
