Ranked 1st on Quality. Contract Won.
East Kent University Hospitals NHS Foundation Trust needed to secure an International Recruitment Services Agreement for Consultant Doctors. The market for international medical recruitment is heavily contested, with most suppliers targeting the same established source countries. A conventional approach would have produced a conventional result.
TLC Bid Works took a different direction. Working closely with the client, we conducted a data-driven analysis of international doctor supply markets to identify countries that were genuinely underserved by existing suppliers. These were not untested markets chosen speculatively. Each source country was rigorously assessed for qualification transferability, regulatory compatibility, and risk profile to ensure the proposed solution was not only innovative but credible and deliverable.
The resulting submission presented evaluators with a sourcing strategy that was distinctive, evidence-based, and demonstrably lower risk than the standard approaches offered by competing suppliers.
Despite the client's commercial bid ranking 8th on price, the technical submission ranked 1st overall. The contract was awarded on the strength of the quality response alone.

The Health Trust Europe Total Workforce Solutions III Framework is one of the most significant healthcare workforce frameworks in the UK, used by NHS trusts and healthcare organisations across the country to access staffing solutions at scale.
TLC Bid Works guided four separate clients through the framework application process simultaneously, supporting bids across seventeen lots in total. Each client had a distinct profile, different sector experience, and different strengths to articulate. One client was a newly formed company with no prior track record, presenting a particular evidential challenge that required careful and creative positioning.
Every single application was successful. All four clients secured framework placement across all targeted lots.
Twelve Years of Incumbency. Overturned.
Newcastle City Council had relied on the same Social Care Software provider for nearly twelve years. For any challenger bidding against an incumbent of that tenure, the central obstacle is rarely capability. It is fear. The council's primary concerns were the cost and risk of migrating away from an established system, and the disruption that change would bring to critical social care operations.
TLC Bid Works worked with the client to address those concerns directly rather than avoid them. The submission did not simply argue that the new solution was better. It built a structured, evidence-based case that migration risk was manageable, transition costs were justified, and the long-term operational and financial case for change was compelling.
By meeting the buyer's real concerns head-on, rather than presenting a generic capability statement, the submission gave evaluators the confidence to make a decision that overturned twelve years of established supplier relationships.
