Contractor Recruitment Services Framework

Transport for Greater Manchester (TfGM) has launched the Greater Manchester Contractor Recruitment Services Framework, a major opportunity for recruitment agencies supplying contract and interim professionals across transport, digital, commercial and specialist roles.

This framework will be the primary route for TfGM and wider Greater Manchester public bodies to appoint contractor resources over a four-year term.

⚠️Procurement Structure – Two-Phase Competitive Process

This procurement follows a Competitive Flexible Procedure and should be treated as a two-phase competitive process:

  • Phase 1 is a formal selection and shortlisting exercise
  • A limited number of bidders per Lot are expected to progress to Phase 2 (Invitation to Tender), anticipated to commence in late June
  • It is anticipated that a maximum of three suppliers per Lot will ultimately be appointed to the framework

Phase 1 – Procurement Specific Questionnaire (PSQ)

This is a formal selection phase, not an administrative PQQ.

It includes:
✔️ Extensive Pass / Fail compliance requirements
✔️Commercial markup assessment with a 14% maximum ceiling
✔️ Shortlisting based on commercial position and quality thresholds
✔️ Only shortlisted suppliers progress to Phase 2

🕛12:00 noon – Thursday 13 February 2026

Phase 2 – Invitation to Tender (ITT)

Shortlisted suppliers will be invited to submit fully scored quality, commercial and social value responses prior to framework award.
